On August 28, Jiangsu Science & Technology Awards Conference and Science & Technology Innovation Work Conference was convened in Nanjing. Lou Qinjian, Secretary of Jiangsu Provincial Party Committee and Wu Zhenglong, Deputy Secretary of the Provincial Party Committee and Governor jointly unveiled the “Purple Mountain Network Communications and Security Laboratory”, which indicated the official launch of the establishment of Purple Mountain Laboratory as a major science and technology platform. In addition, Huang Lixin, Chairman of the Provincial CPPCC also attended the conference.
At the conference, Secretary Lou Qinjian stressed that it should be necessary to follow Xi Jinping’s thought of socialism with Chinese characteristics in the new era and the spirit of the 19th National Congress. More efforts shall be made to thoroughly study and implement General Secretary Xi Jinping’s important exposition on scientific and technological innovation, implement the spirit of the 13thNational Party Congress, the 3rd and 4th Plenary Sessions of the 13th Provincial CPC Central Committee so as to promote the innovation-driven development strategy, deepen the reform of scientific and technological system and mechanism, strive to control core technologies independently, advance high-quality development and thus inject scientific and technological vitality into the construction of a new Jiangsu Province highlighting powerful economy, prosperous people, beautiful environment and highly-civilized society.
The initial construction of Purple Mountain Network Communications and Security Laboratory mostly depended on the team composed by Southeast University, Jiangsu Future Network Innovation Research Institute and Information Engineering University, PLA strategic support force. Under the leadership of Academician Liu Yunjie, Professor You Xiaohu and Academician Wu Jiangxing, the team best utilized Nanjing's “unique” basic technological advantages in terms of future network, 5G development & evolution and MMW core components while focusing on national major strategies. In addition, considering the future network, new-type communication and network communication endogenous security as the main directions, the project has also attracted the participation of renowned experts from home and abroad in the field of network communications and security to integrate domestic and foreign superior scientific and technological resources in an organic manner, strengthen open cooperation and make overall arrangements for the construction of a multidisciplinary and comprehensive scientific research platform that converges first-class talents in the field of network communication and security.
The laboratory, as driven by “technological innovation and institutional innovation”, gathered the world's most advantageous talents and innovation units in the field of network communications and security. With a scientific mode of organization to concentrate resources for great events, the laboratory is committed to fulfilling major national strategic demands in the field of network communications and security, solving major scientific & technological problems and major bottlenecks in the industry, exploring the original innovations in the frontier foundations, developing several major demonstration applications. In this way, it expects to promote the implementation of achievements in the national economy and national defence construction, form a globally renowned high-level scientific research base and industrial highland that guides the direction for the development of global information technology, leads the industrial structure and model in the future, and thus strive to become a core component of the national laboratory in the field of information.
Nanjing Municipal Party Committee and the Municipal Government have attached great importance to the preparatory work for the construction of Purple Mountain Network Communications and Security Laboratory. In the early stage, professional financial and personnel staff have been transferred from the city and the district to establish the preparation team, among which, Professor You Xiaohu from Southeast University worked as the team leader with Deputy Director Huang Yifeng from Nanjing Municipal Science and Technology Commission as the political commissar. Upon intensive preparations for almost three months, the preparatory work team, under the leadership of the municipal party committee and the municipal government, focused on the general development objective of fulfilling the country's major demands, breaking through the core technologies, building a world-class platform, developing major demonstration applications and thus forming a world highland of scientific researches. With great efforts, the team has achieved active progress in program modification and improvement, exploration of institutional mechanism, simplification of major tasks and actual implementation, etc.. Up to now, the expert demonstration meeting about the program has been convened twice, which has completed the new round of program revision and drafted over 20 basic documents including the laboratory regulations, the finance and personnel management system; in addition, the approval and registration of a public institution have been accomplished with the office of 4000m2 located at Jiangning Wireless Valley. The design and construction of the laboratory exhibition area (Phase I) have been completed while the mid-term development site of 100,000m2 is under planning. At present, more than 90 researchers, including over 30 high-end talents such asacademicians of Chinese Academy of Sciences and Chinese Academy of Engineering, and Changjiang scholars, etc.. have been gathered for the project, whichhas been supported by the Provincial Science and Technology Department by RMB 50 million for significant platform construction.
The construction of Purple Mountain Network Communications and Security Laboratory signifies an important measure of creating a comprehensive science centre and an industrial innovation centre in Jiangsu Province. It is closely integrated with the country's major strategic deployment on the basis of the existing scientific research facilities and development demands in Jiangsu Province and Nanjing City. Focusing on the network communications and security, this project is expected to form a technological and industrial summit in Nanjing and Jiangsu Province as well, promote the creation of new advantages in international competition in China, and thus intensify the long-term driving force for innovation and development. This will be of great significance to Southeast University of promoting its double-class construction and continuous improvement of its scientific research and talent cultivation.
